Presumably no as he is contained within a "standard containment cell reinforced with lead plating".
I kind of doubt that the normal size for a single containment cell is large enough to contain a seemingly nuclear explosion, especially with the guy moving forward by (according to Google) 22.8 ~ 25 meters and then only being blown backwards by 3 meters in each cycle meaning he would eventually reach the edge of the containment cell.

it's likely scp aren't aware that or they aren't considering that this loop might not be in the past but rather in the future and this man is gonna nuke a foundation site. which is why they aren't looking into the phone number

Look up Worm. FYI, the time bubble thing doesn't happen until its sequel Ward, and no there are no true time-related powers in the series.
