She can, but she's just scared of the deep sea. And if you're referring to that scene after the locket glows, lots of fishes gather and something heavy falls on her, knocking the wind out of her.

I'm a little concerned that it kinda seems like black haired girl was white haired girl's parental figure in their past lives, hopefully further context makes that seem less creepy. Otherwise this looks pretty great so far!
