I don't get how underage gravure models being mainstream is such an accepted thing in Japan, Ruby's friend in Oshi No Ko is a gravure model too, just feels weird

Teen "swimsuit" models are a thing in pretty much every first-world society, presumably aimed at teen audiences (because everyone else has legit access to the other stuff). It would feel more weird to me to have adult models serving that purpose.

Yes but the difference there is those are targeted at women/girls, gravure models are targeted at men
