Sometimes the small っ character can mean an abrupt glottal stop or not effect the pronunciation directly, and rather communicate an emotional "vibe". In my experience the nuance seems to vary, but I'm not a native speaker so I shouldn't put too much stock into that. Regardless, if you read manga in Japanese you will come across such things fairly often, and develop a vague feeling for them.
