People seem to think that the author is pushing for this ship or for that ship. You're missing the actual mechanics of the situation.
In this "ship-to-ship combat" metaphor, Ujiie Tozen is not running a ship, nor supporting one ship and denying others. He's not the admiral, he's the civilian agency everybody gets ammunition from. No matter how the battles go, he gets paid.
TL;DR: the author is not the captain of shipping, he's a war profiteer.
