That... doesn't exactly make sense. If the god of that world is a culmination of humans conceptualization, then to convince the public that God is a deity named Muller would not turn the existing Muller into God; it would turn God into a new Muller.
But even that is wrong because the concept of Muller to the average human is God, so it would be turning God into "God, but His name is Muller now."
The only way the pope gets his demon god is if he allows the information that Muller (who they perceive as God) is actually the demon lord to take root in the minds of the people.
If it turns out that the whole "Muller is slowly turning from a demon lord into a god because people think that Muller is God" monologue is a lie and that letting the fact that "Muller is the demon lord" leak to the public "by accident" is the real final step of their plan, then kudos to the writer.
