Why are they treating the dragon dungeon as if it is a minor upgrade to what happened before?

It’s like if you beat the Monster Forrest filled with level 20 enemies and someone tells you “Yeah, you can totally beat the Lv 150 super boss

Or if you beat the first gym in a Pokemon game and someone says “You are ready to fight Elite Four right now”
