Hi, translator here to shed some light on the discussion going on here. Don't worry, I won't spoil anything.
If you remember, back in chapter 1, it was mentioned that all Bastioners come from families that have fought Kaijuu for many generations, so it stands to reason that these families have ties to the organization that handles the protection of Earth. I would think that it's the reason why the whole thing hasn't gone public yet. Also, remember that there are only VERY FEW Bastioners, if we were to judge by the number of people in Youko's company (there are only 8, and four of them aren't even professionals yet). There are seven companies, so if we assume all of them have around the same number of soldiers, that would only bring the number to around 54~60, and that's for the whole of Japan. Not to mention that since civilians know basically nothing about the operations of the organization, it's gonna be hard to convince the public that anything shady is going on behind the scenes anyway.
EDIT: Though I would admit that Ogino-sensei could have made this a bit more clear instead of relegating all this information to a single infodump.
