The chapter title is a pun that doesn't seem to translate well into English.
It comes from a 1995 song (WOW WAR TONIGHT ～時には起こせよムーヴメント).

時/toki (time) is replaced withトキ/Toki, the older brother of Kenshiro mentioned in this chapter.
'Movement' is also spelled with slightly different katakana (ムーヴメント/ムーブメント).

(時には起こせよムーヴメント) ---> (トキには起こせよムーブメント)
"Sometimes Wake Up Movement" ---> "Toki May Awaken Movement" (?)
