Ah okay, it is because beastkin are Shinzo Abe-ing themselves. Well since it's not codified into law and it's on the Beastkin's own terms, that's easier to fight, and they should!

In the predicted future, would it be Kotori who turns first or Rex though? Obvious route would be Kotori turns evil for some reason and Rex follows, somewhat unfair would be Kotori dying and Rex turning, understandable would be realizing their mutual love but the spectre of anime Shinzo Abe looms over them (and tbh if anime Shinzo Abe really existed and had that much power, I would support the evil mages' overthrow of the government for other reasons besides the Japanese Teenagers Should Be Having Babies WIth Other Japanese Teenagers thing but that's another issue I don't want to talk about in this comment section). I think it'd be interesting to explore the case where Rex actually turns first and Kotori followed

I also thought that maybe Solo is slightly off and its actually Rex that turns and Kotori follows

That's my thought, as well. I wouldn't be surprised if, at most, it's just that it's harder for beastkin and humans to conceive a child together rather than flat out impossible.

It could also be that the child comes out as fully one species or the other, never a mix, so people just assume that the kid is from a previous marriage or even adopted, leading to the belief that they can't have kids together.

Either you can have raw sex everyday or you get an heir. Its win win IMO

I think what's to think about here is who was the one that brought up interracial reproduction was impossible in the first place. It was mentioned the beastkin would like to keep their bloodlines pure, so even if the chances are very minuscule, if spreading misinformation of reproduction between beastkin and humans is what it takes to kill the potential problem seed before it grows roots, then I'd understand why the beastkin were the ones to spread such 'facts', even if they haven't been tested for extended periods to be proven true. The same could be said for the humans' side if they don't want to risk getting intimately involved with someone out of discriminating reasons or some other.

Basically, this could all be one big conspiracy for one or both sides to not get so involved with each other in that way.
