I'd say it's puppy love. He's still broken from all the trauma. Rio-san is not only attractive, but she's been kind, respectful, helpful, and gentle towards Kaede- She's a home. Someone he can trust who's also the opposite sex. It's understandable, because he does ultimately want a normal romantic relationship and is also in a rush to return to normalcy and is a teen.
