I don't know with Ana's dissociative between common animals and Regis' children. Due to how Regis takes care of thing and how they limit the vision of civilians of the Children, no wonder there's a gap between Ana and Kurumi, because there's no exchange of information between civilians and Regis corp.
First time Kurumi met a civilian, the Regis corp takes control of them and they don't act under their own conscience. They don't spend time with the children so they don't know how the children live their life.
Also, Ana has a point. At time being, the more emergency cases are the animals who don't have agency of their inconveniences. As she said, Regis Corp. took a good care of their children. They're basically pampered, despite the unknown side effects of the injected capsule. No wonder she shares no sympathy to them, it's like "Why would you pity a princess? She has her needs fulfilled,".
