@Ahan1899 It was explained by the boss in chapter 2 that they used to be a Murder, Inc kind of outfit and later in chapter 3 that they started getting fewer clients from the usual channels, so instead they opened up to everyone willing to pay. Now we know why they were getting fewer clients.
