I don't think in the entire history of manga, there has been even one example case of a series completing the main goal and the manga hastily sets up some new goal in order to keep going that wasn't eluded to at all previously to, which then actually turned out to be good.No one said it was the end of the series, just possibly the end of the skill-eater arc.

Probably because part of her plan relies on Philo to some extent, apparently. So pressuring Philo for w/e it is she needs out of her acting in desperation (which is what I took from her taking an interest in Philo while she was producing items to give Lavi that one time) seems valid.and the villain just reveals who they are because why? Why give up that element of surprise? Whatever, we are at the final arc so got to wrap things up.
