Is it me or has the story really fallen off as of late. I'm going to take a guess and say we're entering the "rescue Philo" arc, which is also the final arc. We're never getting back to the fun "Lavi and Philo do dungeon shenanigans" chapters that made this manga actually enjoyable. The author got lost in the sauce.

Likely just a road to transfer the skills. Lapin can take skills, but only for herself and it's temporary. But with the skill eater get up she was able to take skills for months going on years and seemingly give them to everyone else in the skill theft ring.

Evidently, she's using Lapin + the Skill-Eater to harvest skills. She says that the plan was to then take all the stolen skills and give them to herself, but something that Philo did made it impossible. And she removed Philo's memory of it prior to the story, presumably to stop Philo from doing it again once she manages to undo it.
