So given the artwork showing distance reducing it as well as number of targets reducing it, it stands to reason that it's a flat additive percentile effect, so say in the example shown of three 20% effectivenesses, it might be something like +15%, so each goes from 20% to 45%, or even greater; she needs to be convincing prior to the usage of her skill after all, so it makes sense that it would be commensurately powerful.

Gonna go out on a limb here and say that it's a plausible-sounding lie, considering we have a sample size of two incidents, one of them happened just after the Skill Eater was defeated with two separate characters highlighting the ways the item in question was different than the Unique Skill that came back, and the other didn't happen with the item in-panel and there was a completely different theory in play that still seems feasible here since Lavi was the one handing the glasses to Lang.
