Except if there is a treaty in action that we don't know about (like seasefire treaties IRL when you just document getting shot at instead of shooting back).

Ki-44 has better firepower than a N1K? I thought Ho-103s were terrible compared to Type 99 mk2s, but i could be wrong. (I'm certain I'm not)
