I'd assume the cheap shop only pays the blacksmiths a set amount for every piece of equipment. If an independent blacksmith makes a superb sword using extraordinary materials, they probably can charge a lot of money for it. But working for the cheap shop, the blacksmith might only get the same amount of compensation, whether it's a lousy iron sword or an enchanted mithril sword. The cheap shop owner, however, would naturally pocket a huge difference in profit between those two. If the employees get a bonus for better weapons, it's probably still only a small bonus. I imagine this is how it goes.
