NGL, such a sus character would normally be cut down for not only appearing in someone's blind spot, but also because they are using a magical tool that disorientes people with bright flashes of light.

TBH even in modern society if this happened to a combat team who was just ambushed by a wild animal, dude jumping out of a bush yelling inane BS while taking photos with an insanely bright flash will have weapons aimed at them if not followed by a few instinctive shots.
