They're only the strongest of what the plot has introduced so far. There's always a bigger bad regardless of what's been established.Cause, they somehow always get blindsided or someone somehow able to match them shows up. When it's been established that they're the strongest and should be able to stomp the opponent.
But of course only after 12 chapters of fight scenes with much posing, totally useless exposition and monologueing, asspulled powerups and transformations, at least one flashback, and one of the sidekicks/love interests getting in mortal danger.Then again, they always end up stomping the opponent anyway.
