In the chapter that introduced Shirou (in the original series), the governor closed every restaurant and was going to use his powers to coerce Shirou's mom for sex, and after he ate Mao's cooking, he was forgiven because he was just in a bad mood from being hungry. Evil chefs get punished more in this series.
