Well... It's mostly to establish the lore... Plus it's likely many of it is a Chekhov's gun for the main cast members to come in...

Not sure on the timeline, it's probably close to end of the main series/ start of the current publishing JP LN series after that.

The main cast is at least out of the school...

So, I guess this manga takes place 2 years after the main cast graduated high school.
I haven't read all the LN volumes, but I believe the last volume of the main series still happened when they're in high school. And then the sequel series is about their university life.
