Weaker for sure. The headmaster seems he's no longer active and out of shape. Even if he's still S rank it's unlikely to be able to be compated to Kelvin that not only was on the very top of the S rank, but still have room to grow despite already reaching the lower Special S rank while fighting Blowstone.

S ranked are exceptional people, Special S rank ones each one of them are monsters equal to a natural disaster
