She didn't summon them. The locals did, she gave them an ability and is just doing her job. Hell, she might not even have a say in it. I'd cope by being aloof and making jokes too if I was in here position. The reason why she said, "Just do what your summoners want" is possibly because if they complete those conditions they can go home. The mc was summoned to defeat the demon lord and he did that.
It's easy to see her as evil because of her expressions and aloofness, but I don't think she is. She seems to geinunely like/respect the mc. She's a 'god', but that is also her role. Whether she is impartial or forced into the role, she isn't evil. Because evil requires intent for ill will.
