Beyond the Asian variant (Long/Ryuu), there's Medea's dragon (basically a huge snake), Quetzalcoatl (a feathered snake god), the Bible's seven-headed dragon (a symbol representing the Devil), Jormungandr and many others.
Basically, even our real-life folklore is confused on what exactly is a dragon, beyond "a reptile-ish thing with special powers".
Here, Nidhogg has reptile traits, can fly and is implied to be pretty powerful. She is dragon-coded, thus she is a dragon (or dragon-adjacent) in the context of this story.

Can we at least compromise that she is a dragon-adjacent being for now, like a dragon born or whatever?

Because what is your issue with this concept if it shapes the entire magical creature concept? Why are dragons supposed to lose their dragon forms completely?
Why if the wyverns are "not dragons" due to lack of limbs, then this imposter is a dragon only because she is named after an actual one?
Tohru, Tanya, Iris, Alexstrasza, Maleficent, Laika, Iris, Corrin, Tio, Tomoe, Lucoa etc etc etc - they all have dragon forms.
