essentially, according to him, just like with the democratization of anything, quality (here of the Ruu) would always trend downwards, as everyone would have acess to the Ruu, less people would work with quality in mind and generally, quality wouldn't be selected/bredt out of the system, as in order to everyone to have some acess to the Ruu, rationing and a heavy push to not see individual quality in order to offer even the worse productors some benefits. thus slowly getting rid of internal competition and eventually spiraling downwards infinitely I'm until the system itself could no longer sustain itself.
tldr: don't go around according the Ruu to everyone, as people will abuse it and eventually, in order to offer it to everyone, you'd have to dilute every quality out of the Ruu.
