I don't' understand, what construction? The city? They couldn't have made it just right there and then, right? And the way they tell the story, it seems like the city has been that way for a long time

From the way page 19 explains it, the construction mentioned in page 20 seems to refer specifically to the maze-like Altin's metropolitan area.

But the way Mahmut talks about the design makes me think that's just how Turkiye always built their metropolitan area (or at least that specific one), but if the timing relies on the stratocracies holding them off then this metropolitan area must be constructed recently in a short time.

I know the Turkiye can build stuffs fast, what I don't know is why this metropolitan area needs to be build fast right at that moment though.

If the area is previously well-populated then they need to demolish the older homes and risk public unrest, if it's empty then they're making a city out of nothing which would seem like a nonsensical luxury project when the enemy is near their gates. Considering that, compared to making a new metropolitan area, with all those materials and architecture expertise they could've make another one or two city wall.

Anyway, on chapter
chapter 116 page 23 answers why there's no public unrest despite the construction. It's not that satisfying, but it's something.
