I'll be honest, I've completely lost the plot on who wants what at this point. They clearly both like each other, this has almost nothing to do with bets... So why are they still so useless?

A lot of it has still been left implicit, and partially up to the reader to speculate, but basically so far it seems that Komaki at some point came to believe that she was rejected by Wakaba, or that Wakaba would never reciprocate her genuine feelings of love, so she instead settles for being hated by Wakaba instead, as long as she can capitalize Wakaba's attention and intimacy in some form, that seems to be her goal.

Wakaba is convinced that Komaki hates her, since Komaki is constantly tormenting her to gain her attention, but Wakaba is also clearly turned on by Komaki's aggressiveness.

Why Komaki is so convinced that Wakaba will never like her back, is still a mystery up to this point. Why Wakaba can't recognize Komaki's attraction for what it is, is likely because she's dense and naive, and has really latched onto the idea that Komaki really hates her.

If you think this makes them both colossal idiots, then, well, yes, it does. But we love them for it (?)

Matsuri is a mystery still, but seems to like Wakaba, and possibly knows about her and Komaki's physical relationship.
