Reliable fireball magic would put a huge damper on anything beyond fireworks, sparklers and the like.

Early cannons and muskets would be unreliable junk by comparison.

There's also the issue of dragons learning through scouts where humans keep their gun powder supplies and then rain fire balls down on it. Also if human soldiers are carrying gun power on them like soldiers from the 17th century used to have to do, there could be a risk of said gunpower getting ignited when a dragon hits their line with a fire ball.
Unless they can keep the gunpower in fire proof containers, relying on early gunpower weapons comes with too great of risk to make it worth the effort. Especially, given how inaccurate early muskets were.

What is the technology of this world? Digital cameras and claw machines? Aside from that though this was a good chapter

It's not all that out there, both because it's not uncommon to see fictional fantasy worlds with a blend of modern innovations with more medieval style and because magic is kind of funky like that since it'd naturally lead any civilization to advance in off-putting ways for our scientific world. When given the right resources and sparks of inspiration, technology can advance super quick (while anything involving war and combat would take a different route because of the changes magic makes.) On the other hand, culture, politics and other aspects of society are a bit more rigid and difficult to change without the right kinds of stimulus, so it wouldn't be unexpected for such a world to be more medieval in its society while also being technologically similar in some ways (depending on what the author promotes magic to be capable of, of course.)

I'm a bit confused about why Rossweisse would be so sad about Leon being in a coma. Didn't they have a totally antagonistic relationship prior to them having children? I'm guessing that having children mellowed her out, or maybe she already had feelings for him prior to his capture.

I mean, I imagine it could be as simple as her being kind of lonely as a single mom. She supposedly kept him around more for appearances sake since dragons have a pretty extreme form of the concept of "mating for life," meaning that Rossweise can't just go out and find a new partner, but there'd easily be a certain amount of loneliness found in raising two kids alone, something that happens instinctually for even us humans that don't have the same limitations. Sure she could handle everything just fine, but the whole time she'd have her daughters wondering "where's daddy? why's he asleep still?" and that'd weigh on her, perpetuating the feeling of being alone. She was strong enough to do it all alone, but even she can't be two people.

its hinted that she loved him before she meet him in that cave in chapter 1 and she also saved his life that day but she won't confess her felling to him.
