Reliable fireball magic would put a huge damper on anything beyond fireworks, sparklers and the like.
Early cannons and muskets would be unreliable junk by comparison.
There's also the issue of dragons learning through scouts where humans keep their gun powder supplies and then rain fire balls down on it. Also if human soldiers are carrying gun power on them like soldiers from the 17th century used to have to do, there could be a risk of said gunpower getting ignited when a dragon hits their line with a fire ball.
Unless they can keep the gunpower in fire proof containers, relying on early gunpower weapons comes with too great of risk to make it worth the effort. Especially, given how inaccurate early muskets were.
