I think he had to risk it because he can't make a clone army as many as before without the ring (an area which Simo has on sight currently). The bird (eagle) or drone would have revealed his location anyway which would definitely be an advantage for Simo as well due to range. There was no more "fall back and regroup" strat for Loki by that point already (unless that bird was just a random bird).bros entire plan would've been over if it was a headshot... thats no risk I'd take considering the chance for a headshot should've been like 95%
