It is possible that I’m mistaken, but I’ll share my interpretation:

The people transported to this world from another (other-worlders) are given cheat codes (skills), and legitimate code holders are the ones who are without cheat codes. In Hinako’s case, she directly refused the goddess’s blessing. Legitimate code holders are the only ones who can interface with ancient technology. Hinako is of particular interest being involved in the Giant God prophecy as the shadow. Likewise, she is disrupting the power dynamics of the established system; the different factions want her not only for her code, but as a means to further their own agenda.
