The memory eraser worked on Ryuko in Chapter 2 so even if Moriya is a secret citizen, it should still work. Unless you meant he's a special kind of secret citizen that's specially immune to it.

Did they ever mention the "when a regular human leaves they have to get memory wiped" thing before? I don't remember it and if it's only getting mentioned now for the first time it comes across like a kind of lazy way to excuse the abrupt ending.
