I find it bizarre that we're supposed to root for the MC through this chapter. Despite it 100% being the fault of his past self of allowing slavery and human trafficking to occur and become rampant within his territory, he doesn't take responsibility for it at all. Instead, when he finds a girl who's been abused and tortured for months mourning over her dead friend whom he failed to rescue, he immediately thinks of her as a valuable pawn based on her merits in the game and even uses language like "I'll use her for x" in his internal dialogue. He takes the opportunity afterward to recruit the traumatised little girl for his own gain, which is more than a little scummy. I would find it pretty interesting if the MC had retained some of his past self's morality, or even his pre-reincarnation's experiences in the game causing him to view others as just NPCs rather than living, breathing people with their own thoughts and feelings. I could see a lot of storytelling potential if it were a character flaw that was addressed within the story as a problem he needs to fix, and I'm disappointed that doesn't seem to be the case.
