The difference with Sung dad is that he entered a dungeon in South Korea, but failed to exit the dungeon before it closed.
10 years later, he came out of another dungeon in America.
However, it is common knowledge to humans at that point that dungeon is not linked, meaning if you got locked in a dungeon, you are as good as dead, since it's just an empty hallway with no food supplies - after you defeated the boss.
His story was so unbelieveable that the humans thought that Sung dad had died, but a monster somehow gained his memory and appear in the American dungeon - that's their theory on how Sung dad has no memory of how he appeared in the dungeon in America, when his last memory was the dungeon in SK.

The power meter used to measure Dungeon is the same power meter used to measure Hunters - they measure magic power specifically, which is something that both Hunters and monsters possessed.
However, an A-rank dungeon is usually comprised of many monsters and the accumulated power of all these monsters result in an A-rank dungeon.
Having a single creature gives off that reading is the same as saying that this being is capable of solo-clear an A-rank dungeon - a rare feat even among S-rank Hunters. S-rank Hunters usually pair up with a couple A-rank Hunters to clear an A-rank dungeon.
So no, Sung dad did not make the dungeon.
