As the event occurred on social media, it would be covered under cyberstalking. This statute defines cyberstalking as "to engage in a course of conduct to communicate, or to cause to be communicated, words, images, or language by or through the use of electronic mail or electronic communication, directed at a specific person, causing substantial emotional distress to that person and serving no legitimate purpose."
We can rule out a case of stalking multiple times from these definitions. First, more broadly, he acted neither maliciously nor repeatedly. This was an isolated case, and therefore does not satisfy this definition of stalking. We as the audience also know that he did not act maliciously, and I believe that a court would find the same as the sole evidence of stalking shows him making an attempt at professionalism in an act that could be reasonably argued to be for work. Second, nothing he did was directed towards Marin, who would be the victim in the case, and as such nothing could cause substantial emotional distress in her, which disqualifies both cyberstalking and harassment (which uses the same language in its definition). You can almost make an argument for following, but he has only done anything online, and even in this case we as the audience know he was just doomscrolling and no evidence could be presented to the contrary.
So, we can firmly say that mr editor has probably not committed an act of stalking to any degree a court would consider. But what about his "almost inciting harassment of an unrelated private person."
He does indeed consider getting other editors to DM Amane, which as an aside would likely show a mitigating circumstance in court as it shows that Amane has a public account with open DMs (at least it would in my head). He also immediately says to himself that he cannot ask another editor to do that. The reason he immediately recants is unclear, but the two most likely causes are that it wouldn't change the result (the most likely) and that it would be harassment. It is clear from Senoo and Mizoue's conversation that he doesn't have any plan beyond getting Mizoue to ask Amane on his behalf. He wants Mizoue to ask so that it becomes clear that the conversation is for legitimate and reputable reasons and not stalking, and Mizoue refuses because it would still be weird to randomly DM someone. Within the context of "these fuckers getting caught and tried," this isn't even a case of no harm no foul, it is a case of nothing happening at all. He decides that the legitimate harassment campaign can't happen the moment he considers it and his last attempt ends before it begins.
The legitimate chain of events is that he got caught up in viral buzz, started doomscrolling and happened to find something, got overeager in his job, got blocked on Twitter, then, as far as anyone else is concerned, nothing happened. There is nothing in this chain that actually shows something criminal.
Being a mild irritant because you want to do your job is not malice, its just being annoying. Amane uses social media, he likely knows that there is a private account option, Senoo is a big fan of Amane, unless Amane said at his introduction that his account isn't supposed to be public, Amane's account is almost certainly public on purpose. Senoo did nothing outside of use social media, the space was not private per Amane's settings, the use of DMs was permitted per Amane's settings, Senoo was blocked as he was not longer welcome in the space. To expand on the mitigating circumstances comment, a company using an open channel of communication to make business inquiries, even if the other person finds it annoying, should a) not be illegal and b) if it were should indeed be judged less harshly than say marauders knocking on his door everyday. To expand further on this, even if it were repeated like this, it still wouldn't satisfy the definition I provided, as no reasonable person would experience a substantial emotional distress from that. I decided to entertain the idea that it would indeed be a harassment campaign, but I legitimately just think it's just an annoyance for Amane to keep blocking them. A more dystopian justice system is one that functions purely off vaguely criminal thoughts that are actively not being acted on. Many modern justice systems are legitimately terrible regardless, although not in the way I described. This is such a nothing case with so little evidence that it would probably be more likely on "this side of the pond," although there's still not enough evidence to make a case here, then in Japan's legal system. Senoo is a magazine editor trying to find Marin to offer her a business opportunity in his magazine. The guy sicced nobody on Amane. Those hypothetical "other assholes" are all also business professionals DMing for a business purpose, as Senoo was, but they also all don't exist.annoying amane for profit is not malicious? wat?
and what kinda fucked up justice system is that when a court would argue that just because amane's account is public (or accepts dm's from randos) - which is probably the platform's default option and amane didn't know about it and thus didn't change it - they can be more lenient with the guy's sentence? he willfully invaded a person's private space so a platform's settings should have no bearing whatsoever on the verdict. like holy shit! if you such a dystopian judiciary truly exists in this world, then consider my eyes opened and i can 100 % understand your case.
lastly, yes, even with the stricter laws on this side of the ond, the reporter guy (or whatever he was) couldn't be tried just because he dm'ed someone, but sure as hell could if amane could prove that the guy sicced other assholes on him.

how about the thought that such ppl are never welcome under any circumstances in the first place? never ever did he indicate anywhere on his account that he wants any interaction whatsoever with any business. if people want to get involved with some organization or some potential client/employer, they'll tell you. like how japanese artists put "looking for work, dm or email me under this address." in their twitter bio. and in amane's case he just posts amateur cosplay pictures. so ppl with the tiniest ability of critical thinking should know that he's seeking interaction with like-minded individuals sharing the same hobby or being his fans and nobody else. this free-for-all kind of thinking that anything goes cause it's a "public space" is what's scary and really annoying. especially since twitter doesn't enforce this stuff irl in regions where this shit does count as legitimate harassment (and can be fined). this is the same level of insanity as in some countries where it's allegedly allowed to photograph people without their consent cause it's done "in public."Senoo was blocked as he was not longer welcome in the space.

This should be considered a business inquiry in terms of intent, as the purpose was entirely professional, but it is not one to Amane. Amane is not the one being offered work, but being asked an innocent enough question, that being "who is this person in this picture?" Under this circumstance, in a court of law, this should be considered a professional inquiry for the purpose of determining whether his acts satisfy the definition of stalking, harassment, etc, as it points to his motive. However, within the confines of a Twitter DM, it is not akin to an unsolicited work offer, which is easy enough to just deny the first time, which is why Amane blocked him. This DM crossed a line with Amane, a line I quite respect and quite agree with, but that line is social in nature. Senoo violated a social boundary, and therefore incurred a social censure. In his eagerness to perform professionally, he got ahead of himself and forgot his social tact in a public space, and those affected took what they found to be appropriate action. That is enough for this issue. The law should not criminalize a lack of manners nor any accidental offense nor govern social harmony. People can do that well enough themselves. The law exists for the government to be able to intervene and protect the people in the case of a threat that poses a probable risk to them. It is not that "anything goes" but that a government that attempts to govern even these small social aberrances, these slight irritations of uncouth behavior, has grown close to tyranny (upon further consideration, I believe this is a hyperbolic statement, although the general sentiment remains). Senoo had no malice, posed little to no threat, and does not make a habit of this.
