why not have the photon carriers focus on the Dragon Tribe, where their attacks are more effective, while the others deal with the dragons?

Seems like that's what they're going so far. Though we don't know if the tsuta tribe has any immunity like the dragons do. Noish seemed like he thought he would do more damage to them.

I'm glad that the rod of his had some special capabilities. Woulda been kinda lame just being a stick

Even if they're just trying to stall them long enough for the village to evacuate, having actual strategy would increase the odds of them making it out alive.
