To be fair, it's mainly cause the chapters are too short.... it's more a nature of the short story rather than pure bad writing...

And there are plenty of stories with repeats of the same cliff hanger...

Like Luffy meeting the villain and them having a cliff hanger for if Luffy can beat them....

In fact, this is a very common cliff hanger...

No no no. You are referring to nearly identical cliff-hangers. This story has disgraced itself by returning to literally the same cliff-hanger from one chapter to the next. The editor should have responded to the storyboard with a bitch-slap.
