Well if i were to take an example in our world, just see the empire like United states. Both have secret popo organization, technologically more advanced than other countries, (probably) hate peace, peak military might. I mean they had all those things, let keep things spicy. They reap the benefits from those cookout too. You know what i mean right?
Peaceful era means that they can't pilfer and reverse engineered new magics from demons.
War is profitable. They provided safety and security against the threat of demons, which people were willing to pay good money for. But now that demons are rare, this means people are most likely moving OUT of the empire, which isn't very good.

Flamme was from a short lived species, so they can change history to fit her story to the ideals of the time (as they actually did, represented by the male statues of Flamme).
