Again the authors are planning things in advance.
We learn that tracking magic through spells is the domain of the Goddess, thus explaining why Frieren hasn't employed it yet, before we discover that Sein's also walking in that City. Then, we see Frieren use that same knowledge to give Sein a sign that they're here and might need help, which Sein immediately picks up on, and thus they get the best helper to deal with the current situation.
All in all, this is showcasing that the world they're in is actually a "living" world, where people move around on their own and actually have agency. Is it convenient Sein is there at the same time they are? Sure, kinda? But it also tracks with the fact that he's on a searching quest and that Frieren, Fern and Stark spent a bunch of time doing the mage's exams, giving him time to reach the same city.

I think yes, it will the one they haven't shown yet. They mentioned someone's brother didn't come to that meeting in the forest and that is probably the guy because if they showed him prior to that we would most likely recognize him since the picture of him as a kid has been shown so many times.

Well it is, to be able to move while he supossed to rest(sleep) from a poison that should have been killed him immediately.
He got instinct feat and durability (yet again though) for that. Just like Frieren said he becoming more warrior (tanker) more and more.

The fact that people not only wrongly comparing Himmel and Stark (considering their jobs are completely different), but also dissing on Stark when it was clearly written in his job description is freaking hilarious here. Like how are you complaining that Stark is "weak" and goes down easily when he literally just tanked a poison that would have killed Frieren or Fern immediately? (Also that he was running for a damn good while before he actually fell, which is factually wrong that he fell 10 secs into the fight like a commenter mentioned) And the fact that he was able to not only get up but protect Fern when he shouldn't have been able to, but yeah, people somehow only see that he "fell" and are hella blinded by all the isekai OP MC shiet they've consumed
