It's probably not "some flimsy" plan, but the grand plan the seer-demon and demon lord cooked to save demonkind. Who knows, maybe the plan is turning demons into human(ish)s and removal of magic is part of that.

I could imagine it also being something like maintaining the balance now that the shadow warriors are officially defunct. They were created to counterbalance magic when the Empire started first using it. I could imagine Lowe thinking that the Empire without shadow warriors should also not have magic now that the warriors are no longer around to “protect” the peace.

Yeah I'm gonna say he's blaming magic for a bunch of stupid shit and being all like "no one knows better then me therfore I only know whats best for the empire" this is why the emperor wanted the shadow warriors disbanded they don't listen to the person they should and just act like they know better for some petty grudge I bet.

So not only are the Special Forces and the Association aligned in goals, the Special Forces are actually directly under the control of the Association. I suspect the Shadow Warriors have some kind of terrifying secret weapon but all those guys are ultimately toast.
