Those eleven that she mentioned were specifically people with less mana than her. Serie, Flamme, and probably Macht all have more mana than her so they shouldn't be on the list.

Serie and Flamme aside, I'm not very sure about the timeline when the last time she face against Macht.

Is it after training with Flamme? Or before?. . . And Setting that aside too. Using other great demon as barometer. I don't think the current Frieren have less mana than Macht.

Spoiler: I may be wrong

So I've read a little further and in chapter 81 Frieren says "Macht is one of the 11 mages I've lost to throughout my entire life" So he is for sure one of the 11 but she doesn't specify the less mana thing this time so it might have just been something lost in translation.
