There are plenty of subgenres of milling, from milling due to boredom to milling because a deadly accident has occurred. It's very much a social phenomenon indicative of the third world, though not limited to it. I strongly suspect social and cognitive constraints (hence shame) prevent it, despite being a phenomenon that multiplies by contact. A particularly western equivalent being car crash tourism, where those already on their way elsewhere will slow down to admire the wreckage of a car crash.
