For the same reason that a multinational Mega-Corporation doesn't have any information on anyone staying at the house, no information on their background, no information on what they do everyday, no information about their social media use, no information about their family situation:

That's the only reason I can think of; there is no reason for this edgelord of an idiot child to not have basic information about every single woman, much less for him to be assigned the task of blindly "using" these women without any knowledge of them.
