@dokidoki She's not winning mom of the year awards, but she's actually not that bad of a mother. Especially by Japanese standards, where highschool kids can end up moving out an living on their own in highschool. Her daughter gets all her necessities, and despite the complaints her daughter has, she's not in depression or anything, and only really complains when her mother is right there. So The things she complained about are probably the limits of the bad things the mother does. There's a lot worse she could be doing rather than walking around naked and not doing hose chores.
