The number of page per chapter have no impact on the quality of a manga, it only impact how often said chapter are released.

you are absolutely delusional if you think trying to write a real manga at one page per chapter is a feasible effort. the format in and of itself denies any real writing because who the fuck is going to keep up with a real plot when you have it delivered a snippet per week or every couple days.
romcoms are not my type of genre but if you are suggesting tomo chan was any good beyond the characters i can only assume things are really dire for the genre.

All manga are writen one page at a time. The release format of manga have no impact on the flow of the story, only the author do. Some author make self contained story in each chapter, some always end their chapter with cliff-hanger, and some simply write a normal continuous story and each chapter end exactly where the next start.
