That's a reversed swastika so the manga avoided ww2 references, barely.

Yes but generally a gangster or some criminal using a swastika almost always is like a Nazi or something. Or possibly a Hindu nationalist if it's in South Asia. Though the direction is counterclockwise so it's not a Nazi symbol which has nullified every point.
