Wow, our mc is not smart. The goddess clearly has the power to create, or at least distort/shape worlds, and to move people around them and incarnate them. And yet mc thinks she would be unable to fulfil all wishes if something like 2 individuals wishing "to be the best" appears?
All she has to do is to identify the troubling individuals, separate them into different worlds (or hold one in storage for a century or 2 before reincarnating them into same world), and individually fulfill their wishes to be the best at the same thing. Could even use the same world if it is primitive enough and there is no chance they meet if on separate continents/planets.
And that is before she decides to get creative (like she might be forced to if someone added some qualifiers and said "best ever, in past, present and future, across all universes and so on"). Then she could do stuff like stuffing both of them into the same body, to let them both actually be the same thing at same time. Hell, she could even monkey's pawn things, or simply devils contract things (different in that it doesn't have to be negative, but merely interprets the wording conveniently/incorrectly), if she wanted to.
Think bosses defeated in some mmorpg raid, but that then respawn and can be fought at any time in a castle. And she found records for each and every time a party raided them, not only a singular where they then stayed dead.
Or the WoW "cataclysm" thing where world map actually got updated, but in valhalla the devs then rolled back servers to original soon after because of player backlash, and had years of contents after that before ppl got isekaied. And she found records of the years of later content, but ALSO records of the post-cataclysm content that got retconned and can't exist at the same time.
I do agree though that this is more of an argument of it being the actual game world, and that a world based on the game would've skipped any retconned content simply because it is impossible to have both types happen in the world, as they are mutually exclusive. Like a dlc that blew up the world and had everyone move to alpha centauri.

the specific word-choice of retcon, implies that she refers to battles that the game-world actually literally retconned. Like huge events that impacted the world or story, but then was rolled back for the new season.
