Yes, while you are correct the characters 東北 are what is called the Touhoku region in Japan, the Dongbei region of China (sometimes called Manchuria) also uses the same characters. This fact is what confuses Amekawa. Like why would he be talking about Touhoku at a chinese restaurant? lol
