That guild registration fee seems excessive. It's around ~2-3k. Even for a lifetime membership that's a bit much. If they charged usury interest, they'd probably be able to get a good cut of the adventures first couple of years earnings.
Why the heck do they behave like that towards foreigners? Surely there are other travelers that visit the guild or tavern?

@XL In a world like this its a safe alternative to all the danger which comes with untrustworthy souls. They only let them in because they didn't want them becoming bandits. By having an ID they can keep the trust and safety of all the people. Its not possible in some settings but when it is and to enough of a degree it would of course be mandatory is many places.
There are a lot of things you can't do without phones. "Everyone has a phone" and so they think using phones is a safe bet. Sure most are not mandatory but most also don't come with dangers. Its just like showing an ID at the door of a club or before you purchase adult goods online. Imagine not having any form of card or id in our world. The less you have the less you fit into the system.
I liked this part better in the novel. There was a lot more interaction with Asha, and in the manga, there is no explanation as to why she's looking for a guy who can handle his booze.
