Considering that an average horse can (apparently) produce an output of 14.9 horsepower in a short burst and 7.3 over a more extended period, for those horses to have only the stated output they'd need to be quite subpar (or the calculation would have to take inactive periods into account as well).Page 15 said:4 horses = 4 horsepower
